Kinship placements are always the first avenue sought in child protective matters when out-of-home care is required. These arrangements often prevent entry into foster care on the front end or become the permanent plan for children leaving foster care. Furthermore, according the most recent Adoption and Foster Care Analysis and Reporting System (AFCARS) report, 34% of all adoptions that involved public agency involvement were classified as relatives.
